The competent departments of industry and information technology and finance departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, the Industry and Information Technology Bureau and Finance Bureau of Xinjiang Production and Construction Corps:
In order to thoroughly implement the decision-making and deployment of the Party Central Committee and the State Council, and implement the deployment requirements of the work report on "in-depth implementation of major technological transformation and upgrading of the manufacturing industry and large-scale equipment renewal projects", in accordance with the "Ministry of Finance and Industry and Information Technology on carrying out new technological transformation of the manufacturing industry" According to the relevant requirements of the "Notice on Urban Pilot Work" (Caijian [2024] No. 16, hereinafter referred to as the "Notice"), the Ministry of Industry and Information Technology and the Ministry of Finance (hereinafter referred to as the "Notice"), the Ministry of Industry and Information Technology and the Ministry of Finance (hereinafter referred to as the "two departments") organized the second batch of urban pilot work for the transformation of new manufacturing technologies. The relevant work arrangements are notified as follows.
1. Supporting content
In accordance with the relevant requirements of the "Notice", continue to support cities to organize demonstration projects by combining "points, lines and surfaces", carry out digital and intelligent transformation demonstrations on "points", carry out digital collaborative transformation demonstrations on industrial chains and supply chains on "lines", and "face" Carry out demonstrations of the overall digital transformation of industrial clusters and technology industrial parks, accelerate the promotion and application of digital technology, green technology and innovative products, and promote the high-end, intelligent and green development of the manufacturing industry. On the basis of the clear support content in the "Notice", further explore and support the following matters.
(I) Create a demonstration project for intelligent transformation on "points". Explore a new model of intelligent manufacturing based on large models, and realize intelligent decision-making, intelligent optimization, real-time monitoring, flexible scheduling and predictive maintenance in all aspects of production and manufacturing.
(Two) support the overall digital transformation of the "online" industrial chain. Support chain owners and leading enterprises to build smart supply chains and green supply chains to achieve efficient collaboration among enterprises. Support chain owners and leading enterprises to explore and apply large-scale industrial models in vertical fields, and realize flexible production scheduling, dynamic resource allocation and industry knowledge sharing of upstream and downstream enterprises in the industrial chain.
(Three) Support the "surface" construction of high-standard digital parks. The management committees of science and technology industrial parks such as advanced manufacturing cluster core bearing parks and high-tech zones will compile the overall implementation plan for the new technological transformation of the park, focus on leading industries, and support the implementation of overall digital transformation. Encourage the construction of a manufacturing digital transformation promotion center to provide targeted and customized solution development and transformation implementation services. Establish a public management service platform that supports unified access to cross-domain data and collaborative sharing of applications, and accelerate the layout of applications such as artificial intelligence large models.
II. Work Requirements
(I)Focus on key industries. Applying cities should determine about 3 leading industries in the manufacturing industry as key industries for technological transformation, and encourage the selection of traditional industries that contribute a lot to industrial economic growth and have urgent needs for transformation and upgrading, such as petrochemicals, steel, non-ferrous metals, building materials, machinery (instrumentation), food, light industry, textiles, etc. (see Annex 1), and can further determine specific subdivided industries among key industries.
(Two) strengthen policy coordination. It is necessary to coordinate with policies such as equipment renewal in the industrial field and ultra-long-term special national debt to form a policy synergy. For other key projects supported by central financial funds, they can be included in the scope of pilot work to strengthen the leading role of pilot projects, but central financial funds should not be arranged repeatedly.
(Three) strengthen the connection of work. Encourage the implementation plans of the second batch of declared cities to be well connected with the implementation plans of the first batch of selected cities, and implement collaborative transformation in key industries and major projects. Support the leading cities of advanced manufacturing clusters to promote cross-regional joint technological transformation projects, and promote integrated deployment, systematic promotion, and collaborative transformation. Support the declared cities of different provinces in the same industrial chain to strengthen the connection in the implementation plan, and amplify the radiation and driving effect of the pilot cities on the region where they are located.
(Four) strengthen project control. The declared cities should do a good job in project review and select high-quality projects to be included in the implementation plan. The declared major projects should meet the requirements of good basic conditions, clear technical routes, and strong willingness to transform the main body, so as to avoid frequent adjustments during the implementation of the project affecting the overall advancement of the pilot work and budget execution.
(Five) standardize the use of funds. The reward and subsidy funds arranged by the central government are used by the selected cities for the key projects specified in the implementation plan, and the support methods are determined by the local governments, including investment subsidies, loan interest discounts, guarantee fee subsidies, etc. In principle, projects such as infrastructure construction, public service platform construction, and service provider cultivation are supported by local governments. The selected cities should ensure that the special funds are earmarked for special use and accounted for separately, and put the prevention gate in front, and strengthen daily dispatch and supervision and inspection.
III. Reporting Matters
1. The provincial departments of industry, information technology and finance shall be responsible for selecting the best cities to apply for pilot projects, and shall submit recommendation letters to the two departments. Each province and autonomous region recommends a maximum of 1 prefecture-level city, and a municipality directly under the Central Government recommends a maximum of 2 jurisdictions (counties). One of the districts (counties) will take the lead in declaring, and the Xinjiang Production and Construction Corps will not occupy the recommended quota. Cities that have been included in the pilot scope by the two departments will no longer declare repeatedly.
2. The applicant city shall prepare an implementation plan and attach relevant certification materials (refer to Annex 2). The application materials include the paper version with the official seal and the PDF version (CD burning) in duplicate, which will be submitted to the two departments by the provincial industry and information technology and finance departments before April 23, 2025.
3. Provincial industry, information technology, and financial departments should follow the "Notice of the Planning Department of the Ministry of Industry and Information Technology, the Economic Construction Department of the Ministry of Finance, on Further Improving the Pilot Work of New Technological Transformation of the Manufacturing Industry in Cities" (Gonggui Letter [2024] No. 1109) requirements, strengthen the implementation of pilot tasks, strengthen process management, and standardize the use of funds. For cities with poor annual performance evaluation results, punishment measures such as supervision and rectification, suspension of pilot qualifications, deduction or recovery of reward and subsidy funds will be taken depending on the severity of the situation.
Other outstanding matters shall be implemented in accordance with the requirements of the "Notice".
